Chapter Profile

Although the ACHMM Buffalo Bayou Chapter is the Houston-area membership chapter of ACHMM, we serve a wider constituency than just certified CHMMs. We are an open membership organization that welcomes anyone with an interest or background in environmental health and safety, emergency response, hazardous materials handling, or environmental consulting. Our members include professionals from the manufacturing sector, private sector consultants, public sector regulators and emergency management fields, and others interested in the programs and networking that the Buffalo Bayou Chapter offers. We have an excellent program of professional speakers and a commitment to the communities in which we live.

Effective Date: March 31, 2008.
Voluntary compliance: February 28, 2008.
Training on this rule change must be documented. 
Also, the DOT ID numbers are to precede the balance of the shipping name (ie UN1294, Toluene, 3, PGII instead of the old way, Toluene, 3, UN1294, II)
 
As with any change in DOT, RCRA, or OSHA regulations, this information will need to be distributed to your employees.  It will also need to be documented.  Simplest way would be to make this part of a 'normal' operations meeting, handout copies of the list, discuss the changes, and have your employees sign off on a training sheet (if it's not docuemented, it didn't happen...).
 
This would also be a good opportunity to review the TX rules which refer to the Federal RQ list and has some additional requirements as listed in the TX regulation cited below:
Hazardous Substances, other than petroleum products:
RQ (land) see Federal RQ list
RQ (waters-in-the-state) 100 lbs or Federal RQ value, whichever is less.
 
Crude Oil
RQ (land) for crude oil is 210 gallons (5 barrels).
RQ (waters-in-the-state) is any quantity that produces a sheen.
 
Petroleum Products Other than Crude Oil
RQ (land/PST) is 25 gallons
RQ (land/PST exempted*) is 210 gallons (5 barrels).
RQ (waters-in-the-state) is any quantity that produces a sheen.
 
Industrial Solid Wastes or Other Substances:
RQ is 100 lbs
